Never give a pet as a present. If your mother wants a pet and you want to pay for it, then just sit down and talk together about it. Let her pick out which breed she wants and which dog she wants, then you can simply offer to pay. Start saving every penny. Don't buy anything that's not a need. Do some extra chores around the house for extra money or ask neighbors if there are any chores they'd like you to do. Then, take all that money to your local shelter. Its one of the cheapest and safest places to go to get a pet.
You legally cannot adopt or buy a dog until you are 18 (21 in some places.) So you cannot ';buy mom a dog'; on your own. Dogs do not make good gifts anyway - people should choose their own pets as their version of what is a ';good dog'; won't be the same as yours.
And i'm sorry to say but NO dog is cheap. Period. Even an adopted dog will cost you in the area of $100. Initial supplies and first vet check around $400, monthly fees about $150, and emergency costs could cost well over $1,000. I saved well over $3,000 before i got my dog (schnauzer mix.)
The only way to earn the money for a dog and CONTINUE to be able to provide for the animal is to get an actual part-time job working 20 hours a week or more.

do more chores than the usual ask mom or dad 5 dollars more on allowence stay for two or more extra hours at work babysiting this can all help i tried it before
