I am sorry that you are going through this experience. If it's any consolation, you are not the first. I understand your description of the situation, however, there are so many ';unknowns'; still (and maybe to you as well) that the answer is going to depend on details that were not disclosed in your otherwise well-written question.
From what you describe, it does sound like you have a valid basis for ';Civil Action'; (civil court action = lawsuit), as opposed to grounds for ';Criminal Action'; (reporting it as a burglary or robbery and having the suspect(s) prosecuted through a criminal court trial).
Civil court exists for situations just like this, where there is an issue over money (or property, or debt, etc.) where one side (the ';Petitioner';) claims to have been cheated or defrauded by the other side (the ';Respondent';).
The fact that you are 15 (legally a minor) raises more issues. Was a trust fund established? Is it in your name? Were either your father or brother listed as ';Custodians'; of the trust?
How was the money transferred? Was the intent of your mother clearly defined in written form? (a Will, etc.) Did anything go through the process of ';Probate';? (overseen by a judge)
I'm sorry for throwing more questions out there, some or all you may not know the answer to, but the answer to these and other questions will be significant in determining how to proceed.
If nothing else, since you have done a very good job of detective work already, maybe this at least gives you an idea of what type of additional information you will need to gather.
I would recommend speaking with someone who is a ';civil attorney'; (a lawyer that specializes in civil, not criminal, cases). He or she could give you a much more concise answer, as well as direction in how to proceed.

who locked it away? you need to get any paper work to prove this and who was the person in charge, if your brother took your money, I believe it was you dad since he is the parent, then he will be charged with embezzlement, you need to contact the DA's office and explain this to them, however this is your dad so you must think this over carefully before you decided what to do
